Migration (English Language Requirements for Subclass 485 (Temporary Graduate) Visas) Instrument 2025

Migration (English Language Requirements for Subclass 485 (Temporary Graduate) Visas) Instrument 2025

The Migration (English Language Requirements for Subclass 485 (Temporary Graduate) Visas) Instrument 2025 (LIN 25/089), made under clause 485.212 of Schedule 2 to the Migration Regulations 1994, specifies the English language proficiency requirements for applicants seeking a Subclass 485 visa in either the Post-Vocational Education Work or Post-Higher Education Work streams. The instrument repeals and replaces LIN 24/021, effective 7 August 2025.

The instrument outlines:

  • Approved English Language Tests: Including IELTS, PTE, TOEFL iBT, OET, CELPIP, LANGUAGECERT, MET, and Cambridge Advanced.

  • Required Test Scores: Specified in the Schedules based on applicant category, with Hong Kong and British National (Overseas) passport holders having separate scoring criteria.

  • Timing Requirements: Test scores must be obtained within 1 year prior to the visa application, with results generally required from a single sitting unless the test is OET.

  • Exemptions: Applicants holding valid passports from Canada, New Zealand, the Republic of Ireland, the United Kingdom, or the United States are exempt from English proficiency requirements.

  • Transitional Arrangements: Applicants applying on or after 7 August 2025 may rely on prior tests (taken between 7 August 2024 and 6 August 2025) if the evidence meets specified criteria.

This instrument implements updates following a departmental REOI process that commenced in July 2022 and reflects new Deeds of Agreement with test providers. Consultation was conducted with stakeholders including the EVCC, AHPRA, LCA, and MIA.
